Site Allocation Document (SAD)
The Site Allocation Document (SAD) is part of our Local Plan. It:
- allocates sites for homes, jobs, shops, and other uses
- protects land to meet our current and future needs
- protects important assets
- seeks to improve the environment
The SAD covers the whole of the borough, except for Walsall Town Centre and the District Centres of:
- Aldridge
- Brownhills
- Bloxwich
- Darlaston
- Willenhall

The SAD replaces many Unitary Development Plan policies, including our Proposals Map. This map shows land uses that are currently allocated for individual sites.

Sustainability Appraisal (SA)
We carried out sustainability appraisals of the SAD and Town Centre Area Action Plan (AAP). The SA incorporates a:
- Strategic Environmental Assessment
- Equality Impact Assessment
- Health Impact Assessment
The SA assesses the impact of our plans on social, economic and environmental issues. It consists of four parts:
- deciding what these issues are
- appraising options for plans
- appraising proposed draft policies
- preparing a report detailing what we did
SAD multi-stage consultation, examination and publication
We adopted the SAD in 2019 after a multi-stage consultation and examination from 2013 to 18.

Examination modifications consultation
The SAD consultation and Walsall Town Centre AAP consultation were examined by an independent Inspector. This consultation allowed for representations to be made to recommended changes.
SAD submission for examination
We submitted the SAD to the Secretary of State on 7 June 2017. The Planning Inspectorate examined this.
