Walsall Council will consider the use of enforcement action including Civil Penalty Notices of up to £30,000, in a bid to clamp down on rogue landlords. Cabinet will consider the use of Civil Penalty Notices (CPNs) and Rent Repayment Orders (RROs) to be used against rogue landlords at the next Cabinet meeting on October 24. The move comes on the back of the Housing and Planning Act of 2016 which recommends that local authorities adopt policies on the use of CPNs as an alternative to prosecutions, which can be costly and time consuming for councils to bring about.
