Apply to permanently close or divert a public right of way (PROW)
You can apply to permanently close or divert a PROW if you meet certain legal criteria, and propose a suitable diversion for the route. There is a charge for this.
How to apply
You'll need to complete the relevant application form below and send it back to us, along with your initial fee.

Your second fee is due prior to confirmation and advertisement of confirmation of an unopposed order.
The third fee is due prior to certification that works in the highway/ new route have been completed.
If there are any additional fees (for example, for a high level of investigation or where objections are received), we will advise you of this.
How to pay
Contact the public rights of way team to make your payment. Quote payment code '6411 4111513 97201 PROW order'.
You can pay by:
- cheque (made payable to 'Walsall Council')
- card payment by phone
- purchase order (we will arrange an invoice upon receipt)
Closing a PROW to stop anti-social behaviour
If there are high levels of anti-social behaviour (ASB) or crime on a PROW, you can apply to close it by asking for a public space protection order (PSPO). This replaces special extinguishment orders (crime prevention) and gating orders. To find out more, you can contact:
