Walsall Borough Housing Strategy 2026 - Disaggregated housing need: Tenure and size

Tenure requirements

The long-term balancing housing markets model (LTBHM) breaks down the total requirement into the following tenures:

Table 1: New housing requirement by tenure (2025–2042)
Tenure Dwellings % of total
Market housing (owner-occupied & PRS) 14,652 73.8%
First homes 778 3.9%
Shared ownership 1,763 8.9%
Social/affordable rent 2,663 13.4%
Total 19,856 100%

As per the HMA, most new homes should be market housing, with a significant 26.2% delivered as affordable dwellings (13.4% social/affordable rent, 8.9% shared ownership and 3.9% First Homes). Within the market supply, the Council will actively encourage a targeted share of aspirational homes - high-quality, energy-efficient homes with elevated design and amenity standards to broaden housing choice, support place-making and help retain and attract households that underpin local economic growth.

Size requirements

The model also identifies the required mix by size (number of bedrooms):

Table 2: New housing requirement by size (2025–2042)
Bedrooms Dwellings % of total
1 bedroom 14,193 21.1%
2 bedrooms 5,474 27.6%
3 bedrooms 4,099 20.6%
4+ bedrooms 6,090 30.7%
Total 19,856 100%
