Walsall Borough Housing Strategy 2026 - Governance arrangements

Delivering the ambitions set out in this strategy requires robust, transparent, and agile governance. Effective governance will ensure strong leadership, clear accountability, and active partnership working, enabling the council and its partners to turn vision into action and respond dynamically to changing needs, opportunities, and risks across the borough. 

Principles shaping governance 

Our governance approach is guided by the following principles:

  • Action-Oriented Delivery: Governance must drive delivery of the action plan, not just oversee or monitor progress.
  • Internal Accountability: The council retains clear ownership, with cross-directorate leadership and senior accountability. 
  • Efficient & Proportionate: Structures are streamlined, repurposing existing boards to avoid duplication and large bureaucracy.
  • External Partnership: Effective governance mobilises and coordinates external partners—housing providers, health, VCS, businesses and more.
  • Time-Limited & Agile: A focused Housing Taskforce will drive initial mobilisation and early delivery, evolving as needed over time. 
  • Statutory Compliance: Governance is designed to ensure delivery against all statutory duties, including homelessness prevention and social care. 
  • Alignment with Walsall 2040: Governance connects strategically with borough-wide boards and ensures elected member involvement for political leadership and scrutiny.
