Apply for a parking permit
If you live in an area where there is a residents' parking scheme, you will need to apply for a permit to park there.
You can also apply for a business permit or buy a season ticket to use in our long stay car parks.
If you live or work in a school safe haven zone, you’ll need to apply for a free permit.
Register and apply for your permit
You can apply online using Permit Smarti. Use the button below to:
- create an account
- process your applications
- make a payment (if applicable)
- manage which vehicle you're using on the day
- change your vehicle details
Permits are digital, so you will not have a physical permit to display in your car. Civil enforcement officers have access to a database to check you have a valid permit.
You may need to provide proof of your eligibility. You'll find a list of acceptable documents in our terms and conditions.

Renewing your permit
You are responsible for renewing your permit. You can apply up to 14 days before the expiry date. It can take up to three working days for us to process any changes.
We will send a reminder by email when your current permit is due to expire.
Where you can park
You can park anywhere within the zone that you’ve applied for, except on any other existing parking restrictions. You must not obstruct the road or footpath. If you do, you could receive a penalty charge notice (PCN).
Make sure the zone number for your permit is the same as the zone number on the parking restriction sign.
You must park wholly in the permit parking places marked out on the road.
You are not guaranteed a space outside your property or business.
Your responsibilities
The information you provide must be correct. It is an offence to knowingly make false statements to procure a permit. If you do, you could be prosecuted.
Misuse of a permit may result in the withdrawal of that permit.
The permit holder is subject to the provisions of:
- Walsall Metropolitan Borough Council (Consolidated) (Waiting, Loading, Stopping, Disabled Parking and Residents Parking) Order; or
- Walsall Metropolitan Borough Council (Consolidation) (School Streets Various Roads, Walsall) (Prohibition of Driving) Order

Cancelling your permit
You must cancel your permit if:
- you no longer live at the property
- you cease to operate your business at the property
- access to a property or school is no longer required
- the council withdraws the permit
- it ceases to be valid for any other reason

We are responsible for administration and processing of parking permit applications, including decisions.
The permit is valid for six or 12 months. You can apply:
- if your home is located in a permit controlled zone.
- for up to two resident parking permits (see (1) exceptions)
Updating your details
Resident permits are specific to one vehicle. If you change your vehicle you must update your details before you park.
Visitor permits allow one vehicle to be parked at any one time. They are specific to one vehicle registration number. You'll need to update the registration number each time a visitor uses the permit.
Proof of residence
You’ll need to prove that you live at the address on the application. We accept the following documents:
- council tax or water bill (this must be the last bill you received from your provider)
- bank statement or utilities bill (gas, electric or landline, and not more than three months old)
- current driving licence showing address
- current tenancy agreement, signed by you and your landlord
- vehicle registration document (V5C)
Exceptions
Single properties that are split up into flats/rooms are only entitled to one permit per flat/room.
The permit is valid for six or 12 months. You can apply:
- if you own a business property in a permit controlled zone
- for up to two business parking permits
Updating your details
Business permits are specific to one vehicle at any one time. You must update the registration number every time you use the permit. If you change your vehicle you’ll need to update your details before parking.
Proof of business address
You’ll need to prove that your business operates from the address on the application.
We accept the following documents:
- business tax bill or water bill (this must be the last bill you received from your provider)
- bank statement or utilities bill for the business (gas, electric or landline, and not more than three months old)
- current tenancy agreement, signed by you and your landlord
The permit is valid for 12 months.
Updating your details
Resident permits are specific to one vehicle. If you change your vehicle you must update your details before you enter the restricted zone.
Proof of residence
You’ll need to prove that you live at the address on the application. We accept the following documents:
- council tax bill
- tenancy agreement
- utilities bill
- mortgage agreement
- vehicle registration document (V5C)
- motor insurance documentation
Special exemptions
Special exemptions will be available for:
- blue badge holders
- carers for vulnerable residents
- school staff, if regular access is necessary during the restriction times
We will consider applications for a special exemption on a case-by-case basis. Although permits are free, they will be limited.
Proof for a special exemption
You’ll need to prove that you require access during the restriction times. We accept the following documents:
- employment letter
- employment ID badge
- letter stating resident requires a care visitor (doctor’s letter)
- letter from employer stating the need to access a property
- photocopy or photograph of the front face of your blue badge
- letter from the school confirming that you need access to the school
