Supplementary planning documents
We use supplementary planning documents (SPDs) to make decisions on planning applications. They also explain how we apply policies in our local plans. Some SPDs have consultation and adoption statements that you can download.
We undertake a strategic environmental assessment (SEA) for any land use plan. This sets the framework for future development consent of projects. You can download SEA screening statements for any relevant SPD.
The Secretary of State revoked our SPDs for healthcare and education in 2012.

Black Country air quality SPD
This provides guidance for addressing air quality issues, especially transport emissions. You need to consider this if your planning application will affect air quality.

Shopfront SPD
The SPD was adopted on 29 April 2015, and supports our local plan.
It looks to improve the standard of shop fronts, including:
- advertisements
- lighting
- security
- overall design
It also provides greater detail for unitary development plan policies - specifically ENV32 and ENV35.
