Housing renewal assistance policy 2026 - 2030: 1. Introduction - 5. Improving housing conditions

5.1 Overview

In addition to ensuring effective delivery of the mandatory disabled facilities grants the aim of the policy is to improve housing conditions in the borough. The council seeks to ensure that all homes in the borough are free of any category 1 hazards, accessible and warm.

5.2 Priorities

Limited financial resources are available for assistance in Walsall. These resources are therefore prioritised to ensure that properties:

1. are free from any category 1 hazards assessed under the HHSRS
2. are accessible in terms of ‘adaptations’ for the disabled and or elderly
3. have adequate thermal comfort especially where a household has a severe cold / damp or excess heat related illness
4. have low CO2 emissions and fuel poverty and renewable home energy / micro- generation is promoted where possible.
5. bring back long term empty properties into use through Compulsory Purchase Orders or agreed purchases where funding is available.

The council will not recommend contractors or specific products.
