Walsall Economic Framework 2025 - Characteristics of Change

Walsall’s economy and its ambitions will be shaped by three core characteristics that will inform investment and direct the nature of economic change in the borough.

Characteristics To achieve this, actions must demonstrate we:
 A. Growth: Securing more and better-paid jobs for local residents.
  • Strengthen productivity among existing businesses
  • Nurture new enterprises in higher value sectors
  • Attract outside investment in new assets and ways of working
  • Ensure local residents have the skills and competencies needed to secure the jobs created by local businesses and investors
B. Culture & Inclusion: Strengthening local cohesion and build more positive pride in its reputation.
  • Channel targeted support at those struggling to engage with opportunity
  • Enhance Walsall’s reputation locally, regionally and nationally
  • Address local people’s priorities to create safe, attractive, accessible and healthy places to live in
 C. Sustainability: Securing Walsall’s future by prioritising investment in the capabilities needed for the next generation of economic growth.
  • Support the creation of new businesses trading in longer term growth markets
  • Create the sites and connections needed by businesses, entrepreneurs, learners and residents to effectively compete and enable access to work
  • Strengthen Walsall’s use of digital assets and boost the innovation focus among its businesses
  • Reduce demand for and secure access to lower cost, reliable, net-zero energy, and create high quality green jobs and business opportunities

 

Economic Pillars

The Council’s economic priorities are captured in three pillars: 

  1. Business and Innovation: Nurturing strong, resilient and innovative businesses that create good local jobs 
  2. Work and Wellbeing: Creating skills and aspirations to support wellbeing and business growth
  3. Place and Infrastructure: Developing dynamic, well-connected and sustainable places and towns to live in and do business 

These pillars collectively address the challenges set out in this Framework. They form the structure of this framework and the actions within it but do not operate in isolation from each other. For example, business growth and innovation requires the right skills to meet current and future business requirements and suitable employment sites with connectivity and access to labour. Equally, addressing skills challenges in the workforce and allowing people and families to build happy lives in the borough, needs better paid employment opportunities, a diverse housing mix, and sustainable places and towns that people are proud of.
