Section 166A (2) also provides that an allocation scheme must include the opportunity for applicants to express preferences about the accommodation to be allocated to them. The Council believes that any eligible applicant under this scheme should be able to express a preference over the property and the area in which they would like to live. However, this must be set against the need for the Council in some instances to resolve a person’s housing situation urgently, for example homeless households to whom there is a statutory duty to house or households at risk of violence. In addition, local housing pressures may also limit the degree of choice that the Council is able to offer.
