Local Development Scheme

13th revision

Effective October 2026

Summary

This document comprises of the Local Development Scheme (LDS) for Walsall Council. The LDS serves as a public statement that outlines the existing Development Plan Documents (DPDs). The council has to take them into account when it determines planning applications and for various other purposes. The LDS outlines the timetable for the preparation of forthcoming DPDs and supporting documentation.

The WBLP will be prepared under the Planning and Compulsory Purchase Act 2004 and the Local Planning Regulations 2012. Walsall’s LDS was first produced in 2005 and has been revised several times as the council has kept its plans under review. The latest previous version was in November 2022.

This 13th revision of the LDS updates the timetable for preparation of the Walsall Borough Local Plan from the 12th revision of the LDS that was produced in January 2025. This LDS wholly replaces the previous revision. The Regulation 19 publication and consultation stage has been moved from Summer 2026 to a specific consultation date of the 21 September 2026 – 2 November 2026. The subsequent timetable has been revised accordingly, while maintaining the Council’s intention to submit the WBLP for examination by the 31 December 2026 to progress the plan under the existing / legacy plan-making system. This LDS will cover the 2025 – 2028 period.
