Rose Hill to Bilston Lane Transport Improvement Scheme
Walsall Council has received £39 million from the Government’s Levelling Up Fund to improve areas in Willenhall and Walsall. This funding supports local projects that improve transport, town centres, high streets, culture and heritage.
Part of this funding is being used to improve travel links in Willenhall. This includes better connections between the railway station, town centre, green spaces, homes and workplaces. Two of the three transport schemes have already been completed. The final scheme is to improve the Rose Hill and Bilston Lane junction.
There are often queues at this junction, especially for traffic turning right from Rose Hill onto Bilston Lane. The junction is already very busy, which causes delays for people travelling to and from Willenhall Town Centre, Longacres Industrial Estate and nearby roads.
Plans
The council plans to build a new three-arm roundabout at the Rose Hill and Bilston Lane junction. This should help traffic flow better and reduce congestion. The scheme will also include:
- A new pedestrian and cycle crossing on Bilston Lane, plus improvements to the existing crossing.
- New road and pavement surfaces in the work area.
- Clearer road markings and signs.

Why is this road improvement scheme taking place?
Historically, traffic queuing has been a persistent issue for vehicles turning right from Rose Hill onto Bilston Lane, Willenhall. As a key route connecting to the strategic highway network via the A454 and M6 Junction 10, the junction plays an important role in supporting local and regional travel. The need to improve this junction was identified through transport modelling designed to assess the impact of planned developments on the local road network.
Improvements to the junction will also strengthen links to complementary transport projects in the area, including the Pinson Road to Rose Hill cycle improvement scheme and Willenhall Railway Station, which reopened to passengers in March 2026. The station has the potential to increase traffic movements in the area. Improving junction capacity and efficiency is therefore important. In addition, the scheme supports delivery of the Willenhall Framework Plan, a 10-year vision for housing growth, regeneration and future development across the town.
Why was it not delivered at the same time as other transport schemes in the area?
Rose Hill to Bilston Lane junction formed a key part of the diversion route for both the Pinson Road to Rose Hill cycle improvement scheme, which was delivered in 2025, as well as Willenhall Rail Station, which re-opened to passengers in March 2026. To reduce disruption and avoid putting too much pressure on the local road network, it was therefore necessary to deliver the Rose Hill to Bilston Lane junction scheme after these two projects had been completed.
How is the scheme being funded?
Walsall Council was successful in bidding for a total of £39 million of Levelling Up Funding (LUF) to spend in Willenhall and Walsall. LUF is a competitive fund managed by Central Government to tackle economic differences and drive prosperity as part of the levelling up and building back better agenda. The focus of the fund is to support local priorities concerning transport, town centre and high street regeneration, as well as cultural and heritage assets.
Walsall Council’s Strategic Transportation Team were allocated funding from the Walsall North LUF Movement Package to improve connectivity in Willenhall, specifically between the rail station, town centre, green spaces and residential and employment areas. There are three transport schemes under the Walsall North LUF Movement Package:
- The Greenway – Completed. A cycle/pedestrian route that runs east-west on the former railway line from St Anne’s Road to Willenhall Memorial Park and employment areas.
- Railway Lane – Completed. A north-south active travel route between Willenhall Trading Estate and the town centre.
- Rosehill/Bilston Lane junction – Starts late 2026. A new 3-armed roundabout to increase capacity and reduce congestion.

Work is expected to start on-site in late 2026 and will take approximately 9 months to complete.
