Parking restrictions outside schools
It is an offense to stop or wait in your vehicle outside a school where the road is marked with yellow zig-zag lines during restricted times. If you do, you could be fined.
The restrictions apply:
- to everyone, including blue badge holders
- from the edge to the centre of the road
- even if you're only picking up or setting down children
- during restricted hours (these will be signposted)
This is to help make the road safer for pedestrians – particularly children.
Road markings and signs
There is legal signage in place wherever there are parking restrictions or cameras. These are:
- road markings - yellow zig-zag lines and the words 'school keep clear'
- yellow regulatory signs that state the times the restrictions are in place
- black and white camera enforcement signs at roads in the area
- marked CCTV vehicles

When the restrictions are in place
You should check the yellow regulatory signs next to the zig-zag markings. The enforcement times are clearly displayed here.
Most restrictions are in place from Monday to Friday from 8am to 9:30am, and from 2:30pm to 4pm. Some schools have restrictions in place between 8am and 4pm.
How we enforce the restrictions
Civil enforcement officers will patrol most areas on foot. They can issue a penalty charge notice (PCN) direct if you fail to observe the restrictions.
Our CCTV vehicles visit all schools on rotation. The camera will capture the registration number of your vehicle if you stop or park in a restricted area.
We've also installed static cameras outside some schools. This is when:
- there is a high level of congestion
- restrictions are being regularly ignored
- traditional enforcement is not practical
Static cameras are monitored live, so we can consider the road conditions, traffic movement and the options available for the driver at the time. If we confirm that your vehicle has stopped in a restricted area, we will issue a PCN. You (the registered keeper) will receive a notification in the post.

Cost of a PCN
The charge for stopping outside a school where the road is marked with yellow zig-zag lines during restricted times is £70.00. If we receive your payment within 14 days of the notice date (which will appear on the PCN) the charge is reduced to £35.00.
How to pay your PCN
You can pay your PCN online, by cash, by card over the phone, or by cheque.
If you disagree with your PCN
You can challenge your PCN if you believe you should not have received it. If you've been caught on camera we will review the footage and any other evidence. We'll then make a decision on a case-by-case basis.
