ECO Flex guidance for installers, canvassers and contractors

How to become an approved contractor 

To get onto our list of approved contractors, email us. We’ll send you an application form, and ask for:

  • 2 references from previous customers
  • copies of your insurance documents
  • copies of proof of membership of an accredited body
  • your data processing agreement 

If you meet the criteria, we will sign you up and add you to our list of approved contractors

How to submit a referral

We’ll give you referral forms for any potential LA Flex applications. You’ll need to complete each form along with the surveyor and householder. Send your completed referral forms to us by email. If the household meets the criteria, we’ll approve the application.

Advice for working with householders

We discourage cold calling. Instead, contact householders by phone, email, letter or leaflet. You can provide our contact information so the householder can verify the scheme. You may not use Walsall Council branding or imply that you represent the council. 

If we receive complaints about cold calling, pressure selling, or false claims, we may stop processing your applications. We may also refer the matter to Trading Standards. 

Let householders know that ECO4 LA Flex is a private sector-led scheme. It’s funded by energy suppliers, not the council. 

Make sure that householders know:

  • how to contact you about problems or concerns
  • if there’s any work or additional costs that aren’t covered by grants
  • that they may be responsible for additional costs
  • that they do not have to proceed with the scheme if they don’t want to 

Your responsibilities 

You must:

  • send us a monthly report by email, listing applications and their current status
  • comply with the Data Protection Act and get the householder’s permission to share their personal information
  • work in compliance with Ofgem requirements
  • adhere to industry best practices for consumer care and quality standards 

Walsall Council’s responsibilities 

We will: 

  • verify that the householder meets the eligibility criteria in the Statement of Intent
  • issue a declaration to the installer

We are not responsible for:

  • awarding funding
  • appointing contractors
  • carrying out installations
  • checking the quality of work 

Walsall Council is not liable for any damage or loss resulting from an ECO4 LA Flex application. We do not endorse any specific energy supplier, installer, or company involved in the application or installation of ECO4 LA Flex grants or measures.
