Apply for or renew a personal licence to sell alcohol
A personal licence may authorise an individual to sell or supply alcohol under a premises licence by becoming the designated premises supervisor.
To apply for a personal licence you must:
- be 18 years old or over
- own an accredited personal licence qualification
- have not forfeited a personal licence in the past 5 years
- have the right to work within the UK

Fill in the application forms
Show contentYou need to print the form, fill it in and post it to us along with all your qualifying documents.

Send us your documents and make a payment
Show contentYou'll need to include copies of the following:
- your completed application form
- two passport sized photographs of yourself, one of which is endorsed as a true likeness of yourself by a suitable person
- a completed disclosure of convictions and declaration form (you can apply online)
- the original accredited licensing qualification certificate
- proof of right to work in the UK (for example a passport, birth certificate, etc.). If you are an EU, EEA or Swiss Citizen living in the UK, you may need to apply to the EU Settlement Scheme
- payment reference number if you have pre paid, or a cheque made payable to 'Walsall Council'
Fees
The fee for a personal licence is £37.00. You can pre pay by debit or credit card (by phone only - 01922 653050 option 2). You will need your reference number to complete the application.
What happens next
A personal licence will be granted to you on receipt of a valid application if:
- you have no relevant or foreign convictions
- you have had suitable training
- you are over 18 years of age
If you have any relevant or foreign convictions, the police can make representations against the application and the matter will be referred to a Licensing and Safety Sub-Committee.
You will be given the opportunity to attend a hearing to address any concerns raised by the police.
The committee members will make a decision on whether they allow or refuse your licence based on:
- the points raised
- the evidence presented
Renewal
From 1 April 2015 and under Deregulation Act 2015, there is no need to renew a personal licence. If you have a licence with an expiry date of 1 April 2015 onwards your licence is considered to have no expiry date.
