Walsall marks historic leadership milestone ahead of Charter 400

As Walsall prepares to mark 400 years since the granting of its historic charter in 1627, the borough is also recognising a significant civic milestone in its modern leadership.
Following the Local Elections in May 2026, women were appointed to the council’s two most senior political leadership roles for the first time. Councillor Elaine Williams was appointed as the first female Leader of Walsall Council, and Councillor Nicky Barker was appointed as Walsall Council’s first female Deputy Leader.

It is a historic moment for the borough, particularly as we look ahead to the 400th anniversary of Walsall’s charter and reflect on the civic traditions that have shaped our town and borough.

My focus is on listening to residents, working with partners and delivering the services and improvements people want to see across Walsall. Councillor Barker and I are committed to clear, responsible and community-focused leadership, rooted in openness, accountability and positive outcomes for local people. The appointment of Councillor Barker as the council’s first White Ribbon Champion reflects the authority’s commitment to tackling violence against women and girls, progressing towards White Ribbon accreditation and promoting safer, more respectful communities.
The milestone also comes as Walsall prepares for Charter 400 in 2027, marking 400 years since the granting of the borough’s 1627 charter. The anniversary provides an opportunity to reflect on Walsall’s civic history, its mayoral traditions and the role of local leadership in shaping the borough’s future.

Councillor Elaine Williams represents the Short Heath ward. She was born and raised in Southall, West London, studied law at Nottingham Trent University and has worked as a practising solicitor for more than 25 years. She moved to the West Midlands in 2006 and has lived in Walsall since 2011.
Councillor Nicky Barker represents the Bloxwich West ward. She is a lifelong Bloxwich resident and a local business owner and employer, and has run homeless refuges in Walsall for more than a decade. Councillor Barker was appointed as Walsall Council’s first White Ribbon Champion at Full Council on Monday 27 July 2026, supporting the council’s work towards White Ribbon accreditation and its wider commitment to preventing harassment, abuse and violence against women and girls.
On 5 October 2027, Walsall will mark 400 years since the granting of its 1627 charter by King Charles I, a landmark moment which helped shape the town’s civic identity and established its mayoral traditions. The anniversary provides an opportunity to reflect on Walsall’s history while looking ahead to the borough’s future.
White Ribbon Day takes place each year on 25 November and raises awareness of the need to prevent violence against women and girls.
