Walsall Council consults on its 2025-2029 Council Plan

Walsall Council is preparing a new Council Plan that will be in place for the next four years.
Every council has a statutory requirement to produce a Council Plan, which sets out its vision, areas of focus, and the prioritisation of resources for the next four years.
This is the first Council Plan to be delivered by Councillor Garry Perry, who was elected Leader in June 2024. It has been developed to ensure alignment with the long-term We Are Walsall 2040 vision for the borough and to reflect the council’s continuing mission to improve and drive forward better outcomes for all residents.
The draft Council Plan is now out for consultation and residents, local businesses, community groups and partners are invited to give their feedback and help shape the final plan.
The consultation runs from Wednesday 24 July 2024 until Wednesday 18 September 2024.
“ Through this Council Plan, we will strive towards excellence and help the vision for tomorrow become the reality of today.
“It highlights our ambition and pride in our borough, from delivering an ambitious £1.5 billion regeneration programme, working with partners to make safer streets, ensuring our towns and villages remain clean and green, and giving our young people the best start in life.
“We want to continue transforming the borough for the better and this Council Plan will act as a stepping stone on the route to 2040, building on the magnificent work that enabled us to win the Most Improved Council Award at this year’s prestigious Local Government Chronicle Awards.
“We want to hear the views of local people, businesses and community organisations and I’d encourage everyone to respond to the consultation and let us know if our draft plan addresses your key concerns and issues for the borough. All responses will be carefully considered.

Walsall Council’s Striving for Excellence, Our Council Plan 2025-2029 will be ready for formal approval by Cabinet and Full Council in January 2025.
The council’s proposed vision is to be a continuously improving council, delivering excellence reducing inequalities and improving life changes for all.
The plan adopts the We Are Walsall 2040’s ambitions as the overarching framework for council priorities:
- Thriving and happy.
- Healthy and well.
- Prosperous and innovative.
- Proud of our borough.
It is underpinned by five underlying principles:
- Focusing on prevention.
- Ensuring equity.
- Working in partnership.
- Being insight-led.
- Acting sustainably.
