New CCTV cameras rolled out across Walsall to tackle littering and fly-tipping

Twenty-one new CCTV cameras have been deployed as part of a major investment to crack down on littering, fly-tipping and anti-social behaviour.

The technology forms part of the £4.4 million investment, agreed in September 2025, to put the force back into enforcement.  

The new cameras have been deployed in fly-tipping and anti-social behaviour hotspots, helping to gather vital evidence for both fines and legal proceedings where necessary. In total, 71 cameras are now deployed across Walsall to tackle littering and fly-tipping. 

In addition to this, seven covert cameras, designed to be hidden from view in hard-to-reach locations or areas without power supplies, will be deployed in the coming weeks. These camouflaged cameras will play an important role in tackling offences in more rural locations or persistent hotspots where offenders attempt to avoid detection. 

The strengthened enforcement approach is already delivering results. Between July 2025 and February 2026, the number of littering fines issued and paid increased by 18% compared with the same period the previous year.  

Across 2025, a total of 588 littering fines were paid in Walsall as part of the council’s ongoing crackdown on environmental crime. Twenty-two cases were taken to court after fines were not paid. 

“ Fly-tipping and littering are a blight on our communities, and we are determined to tackle those responsible.

“This investment is about putting the right tools in place to deter offenders and ensure that those who choose to damage our borough face consequences.

“The rollout of these additional cameras, including covert cameras, will help us monitor hotspots, identify offenders and gather the evidence needed to take enforcement action.

“We are already seeing positive results, with more fines being issued and paid and three vehicles seized in connect with fly-tipping this year already. “

Data from 2025 showed that around half of those investigated for waste-related offences were from outside the borough.
