Warm Homes Local Grant funding

Warm Homes is a government-funded grant for low-income families living in homes with a low energy performance rating. We are working in partnership with central government to deliver the scheme.  

Energy efficiency improvements available

  • insulation: loft and roof, exterior walls (cavity and solid wall) and underfloor 
  • heating improvements: upgraded heating controls, smart heating and hot water cylinder upgrades 
  • solar PV which produces electricity from the sun 
  • new low carbon heating systems such as air source heat pumps and high heat retention storage heaters 

Who is eligible

You may qualify for the Warm Homes grant if:

  • your home is privately owned (either by you or your landlord). Your landlord must give approval before you apply for funding
  • the property has an Energy Performance Certificate (EPC) rated D or below  
  • you have a household income of £36,000 or less
  • you live in a park home – they are eligible if it is your permanent home

New‑build or self‑build homes that have never been occupied are not eligible.

If you live in social housing, you might be eligible for the Warm Homes Social Housing Fund instead - ask your landlord about this.

Eligibility information for landlords

If you are a private landlord you can apply for up to four properties, but you must:

  • get permission from the tenant
  • have a property with EPC D or below
  • contribute 30% of the total cost of improvement works
  • ensure the tenant has a household income under £36,000

Check eligibility and apply

Follow the Government’s check and apply process. 

Have the following documents on hand before you begin your application:

  • evidence of income. Copies of three months bank statements (you can remove account codes but must show your name and address)
  • proof of benefits
  • proof of property ownership (landlords) or rental agreement (tenants)  
  • EPC rating of D or below - find an Energy Performance Certificate
  • proof of identity (passport or photograph driving licence)  
  • proof you live at the property (council tax bill or utility bill showing name and address) 

What happens next

We'll receive the contact details you submit as part of your online application. We will contact you to:

  • confirm eligibility
  • ask more details about your property
  • book a property assessment. A qualified professional will survey your home to identify suitable energy efficiency upgrades. The survey takes one hour approx. It may take up to three hours if a more indepth survey is needed, for retrofit measures. 
  • review the suggestions from the property assessment. We’ll organise and pay for any improvements needed. Tenants will not need to pay for it. Landlords will be asked to contribute 30% of the total cost of improvement works.
