How we verify your Hackney carriage or private hire driving licence history

There is a national register of all taxi and private hire driver licence refusals and revocations. The name of this register is NR3.

Within this register, we share details of individuals who have had a licence revoked. This means their licence has been cancelled. We also share details of applications for individuals whose licences have been refused.

This helps to assess whether the person applying is a fit and proper person to hold a Hackney carriage or private hire licence.

How we use the register

We record any decision where an authority has revoked or refused a licence application on NR3.

We check all driver applications for a renewal or new licence on NR3.

If we find a match with an applicant on NR3, we find out more information from the authority which recorded it.

If we receive information following an NR3 search, we will only use this information for the licence application. We do not keep this information for any other use.

The information recorded on NR3 includes:

  • name
  • date of birth
  • address and contact details
  • national insurance number
  • driving licence number
  • decision taken
  • date of decision
  • date decision effective

The NR3 stores information for 25 years.

We process information under the Data Protection Act (DPA) and General Data Protection Regulation (GDPR).

This means we search, provide and receive information to carry out our licensing role to make sure that all drivers are able to hold a licence.

NR3 data will not be transferred out of the United Kingdom.

The register is not available to members of the public.

Only authorised Local Authority Officers that have secure login details can view the data.
