Draft saving proposals

There are 79 saving proposals to be achieved through changes such as: 

• staffing restructures 
• the use of innovative technology 
• new ways of working 
• fees and charges

The 15 October 2025 Cabinet report: Update on the 2026/27 – 2029/30 Medium Term Financial Plan includes the saving proposals.  

Most operational proposals do not impact directly on the public.
