Report a build-up of rubbish
Rubbish is unwanted or discarded items. Homeowners, landlords and tenants are responsible for disposing of their waste properly within a reasonable time. If they don’t, you can report it.
What you can report
You can report a build-up of rubbish on private property (for example, bin bags or furniture left out in the open).
We can take action if the waste could harm health, or attract pests such as rats or mice.
If the problem is:
- on housing association property, you should report it to the housing provider first
- hazardous (such as toxic or biological waste) you can contact the Environment Agency for help
- rubbish that has been dumped somewhere away from the property where it came from, you can report a fly-tip (private land) or report a fly-tip (public land) instead
Before you begin
To report a build-up of rubbish on private land, you will need to tell us:
- where it is
- roughly how big it is
- the type of rubbish it contains, if you can tell (don't touch it, as it might be hazardous)
- if you’ve reported it to anyone else (include reference numbers, if you have them)
You can also provide photos, if it is safe to do so.

You can tell us if you know who’s responsible and whether you're willing to give a statement or attend court.
If you saw the incident and have proof, such as a CCTV recording, please share this with us by email and we’ll get back to you.

What happens next
We have powers under the Environmental Protection Act 1990 and the Prevention of Damage by Pest Act 1949 to enforce the removal of waste.
The property owner or tenant may be served with a legal notice. If the rubbish isn’t removed within a certain period, we can arrange to do this and recover the removal costs from them.
