Report to Council presents new senior management structure

A report presenting a new senior management structure model for Walsall Council is to be presented by Councillor Bird, the Leader of Walsall Council, at a Council meeting on Wednesday 30 July 2025 at 6pm. A separate report on pay and grading is also on the agenda.

This new senior management structure, in respect of the posts and portfolios at Head of Service level and above, is part of the next chapter of the council’s highly successful transformation journey. It will ensure the right capacity and capability is in place to deliver its Council Plan, so Walsall Council is in the best place possible to respond to further changes emerging at national, regional and local level.
“ The cost of the staffing establishment is a significant part of the council’s expenditure and so it is critical that there is a robust approach to making sure that the right technical expertise is in place both in terms of capacity and capability, as well as delivering value for money.
We have taken into account a significant amount of benchmarking data as well as the functionality of the existing arrangements in order to arrive at a new structure across four directorates. The new arrangements strengthen our approach to deliver on national and local priorities, aligning support to the council’s corporate strategy and ensuring the council is set up to meet the future needs of the borough and deliver on our long-term vision, We Are Walsall 2040, and the Council Plan for 2025-29. “
