The two Household Waste Recycling Centres (HWRCs) in the borough successfully reopened on Saturday 16 May 2020, with limited operations and strict social distancing measures in place, in line with government guidance. Now, plans are in place to reopen both HWRCs at Merchants Way, Aldridge, and Fryers Road, Bloxwich, seven days a week from 1 August with an enhanced service.
When the HWRCs first reopened, it was necessary to reduce the range of materials accepted to facilitate social distancing and because the disposal outlets for a range of materials usually accepted were not operating during lockdown.
The phased easing of lockdown and new government guidance reducing the two metre social distancing rule to one metre plus from 4 July 2020 has allowed for a review of the current arrangements in place at the HWRCs.
As outdoor facilities, the HWRC sites are considered a lower risk than enclosed areas. Barriers and fencing will now be removed so additional vehicle parking bays can be reinstated and, with controls in place, pedestrians will be allowed to move around the sites again via pedestrian walkways to access different skips and containers, meaning the usual range of waste materials can once again be accepted.

“I am really pleased that we will once again be able to provide a full range of services seven days a week at both of our HWRCs from 1 August. Now that we can do so in a safe, deliverable and operationally robust way.
“I would also like to thank residents who have used the HWRCs since they reopened and have been patient, polite and supportive – we made it very clear that we would not tolerate abusive behaviour towards staff on site, who have a difficult job to do.”
“The live web-cams feeds at the HWRCs have proved to be hugely popular and so we intend to keep them so you can ‘view the queue’ and plan your trips to the tip.”

Our tips are free to all the residents of Walsall where ever they live and accept our most commonly fly-tipped items such as mattresses and fridges. Our tips are free, why waste your money paying 'white van man to take your rubbish away?'”
“I must be clear though, that from 1 August, this will be a ‘new’ normal. The war against COVID-19 has not been won and we must all take self-responsibility for our own safety and that of others. As there will be more pedestrian movement on these sites, we strongly advise our users to stay alert, wash their hands before and after visiting for 20 seconds and to wear face coverings in consideration of other site users.”

Large vans and trailers will not be accepted under the revised operating arrangements due to the amounts of waste they can carry and the increased unloading times when the sites may already be under pressure.
Wheelchair accessible vehicles are welcomed on site. While they are larger vehicles, we do understand that they may well be the sole family vehicle and that these families may have additional needs.
Fryers Road will initially be one way Monday to Friday to ensure ‘tipping off’ of domestic refuse and recycling collections is not disrupted. Entry to Fryers Road will be via Willenhall Lane. There will be no entry from Leamore Lane. Local businesses are being advised in writing so that they are able to prepare.
