HMO licence application documents to be submitted

In addition to completing the HMO licence application form, the following needs to be submitted alongside the completed form. 

  • an original certificate showing that the gas installation and appliances have been inspected by a competent person in the last 12 months prior to this application.

  • a report of the commissioning or last inspection certificate of the fire detection & warning system.

  • a report of the last commissioning or last inspection certificate for the emergency lighting system.

  • an original certificate of electrical inspection showing that the electrical installation has been inspected by a competent electrician in the last 5 years.

  • an original test certificate showing that all portable electrical appliances have been inspected by a competent electrician in the last 12 months prior to this application (PAT Testing).

  • an Energy Performance Certificate (EPC) for the property which must be an energy banding of not lower than an ‘E’.

  • a declaration that any furniture provided by the landlord is compliant with the Furniture and Furnishings (Fire Safety) Regulations 1988 (as amended in 1989 and 1993)

  • a floor plan for the property showing layout and room sizes.

  •  a copy of a Disclosure Certificate which can be obtained by completing an application at  https://www.mygov.scot/basic-disclosure/
