The UK partnership agreement for the 2014-20 programme has been agreed between the EU Commission and the UK Government, setting out the high level strategy for spend. DCLG has identified a Governance delivery model, which confirms that local partners have a role in the decision making process, with LEPS acting as ‘advisory’ partners. DCLG and DWP hold overall strategic influence over the programme, with local ESIF sub-committees able to offer advice and recommendations.

Big Lottery Opt In
The Black Country ESIF Strategy includes an ‘opt in’ to the Big Lottery to match fund the employment and social inclusion priorities. Black Country priorities include employment support for over 25’s, family poverty including troubled families, targeted community support, financial and digital inclusion.
Skills Funding Agency Opt-in
Similar to the BIG Opt-in, the SFA will match Black Country Skills Programmes. All skills activity will be procured through the SFA Bravo solution and will be managed and monitored by their project teams.
