School Streets: Driving restrictions around schools

A School Street is a road outside a school where traffic restrictions are in place for a short time at the start and end of the school day. 

During restricted times, most motor vehicles cannot enter a School Street unless they have an exemption.

A School Street may cover part of a road, a whole road, or several roads around a school.

Benefits of the scheme

School Streets can help:

  • make it safer for children travelling to and from school
  • reduce traffic outside schools
  • improve air quality
  • encourage walking, wheeling, cycling and kick-scooting
  • create a better environment for children, parents and residents

Driving in a School Street

During restricted times, you must not drive into a School Street unless your vehicle is exempt.

Examples of vehicles that may qualify for exemptions are set out in the relevant traffic regulation order (TRO) for each scheme.

If you live in a School Street zone

If you live in a School Street zone, you can still drive to your property during restricted times if you have a permit. They're free of charge, and you can apply online:

How we enforce the restrictions

We use cameras to check that drivers follow School Street restrictions.

If a vehicle enters a School Street during restricted times without permission, the registered keeper may receive a penalty charge notice (PCN).

Cameras and your privacy

We only use the cameras to enforce School Street restrictions. We do not use them for crime prevention or general surveillance.

The cameras have privacy filters that hide views of schools and nearby homes. They only record the part of the road needed for enforcement.

Future School Street schemes

We have 10 School Streets across Walsall.

We plan to trial three more from Autumn 2026. We'll ask for feedback as part of a public consultation.

What to do if you’ve received a penalty charge notice (PCN)

If you’ve received a PCN, you can:

  • pay your PCN
  • challenge a PCN if you believe it was issued incorrectly

The current charge and discount period are shown on your notice. 

You can challenge your PCN if you believe you should not have received it. If you've been caught on camera we will review the footage and any other evidence, and make a decision on a case-by-case basis.
