Leader’s Report: Putting the force back into enforcement

Councillor Mike Bird, newly elected Leader of Walsall Council, has pledged decisive action against fly-tippers, describing them as “the scourge of the Borough.”

His announcement follows the presentation of the Enforcement Working Group’s report to Cabinet on 16 July.  

Key measures to ‘put the force back in enforcement’ include a borough-wide review and expansion of CCTV coverage to ensure cameras are deployed where most needed, the creation of a cross-functional Enforcement Board bringing together officers and elected members to coordinate enforcement efforts, and the exploration of additional fixed penalties to tackle the dumping of bulky goods on public footways.  

These plans will be outlined in the Leader’s Report, which will be published on Tuesday, July 22, before being presented at full council on Wednesday, 30 July 2025.  

“ I have called Walsall my home for more than 50 years, I have been a local councillor since 1980, and I want only the best for our Borough.

“There are many things we should be proud of, but also things that we need to fix, and we will.

“Fly-tipping and other aspects of anti-social behaviour are the scourge of this Borough and as Leader of this Council I am not prepared to put up with it.

“Fly-tippers, we will find you, and we will fine you at the highest levels we can.

“It is my priority to ensure our residents here in Walsall feel safe in the place we call home. “
