Cabinet to consider new 10-year Waste Strategy

A comprehensive new Waste Strategy for 2025–2035 will be presented to Walsall Council’s Cabinet for approval on December 10, 2025.
Setting out a long-term approach, the strategy focuses on modernising waste services, increasing recycling, reducing environmental impact and supporting the borough’s ambition to reach carbon net zero by 2041.
The Cabinet paper outlines how the strategy will enable the council to meet its statutory duties for safe and sustainable waste collection and disposal, while responding to new national requirements, population growth and increasing community expectations.
“ This strategy provides a clear direction for the next decade and will ensure that Walsall’s waste services remain modern, cost-effective and environmentally responsible.
“In the paper, we set out how we can raise recycling levels, reduce waste, end reliance on landfill and help residents live cleaner, greener lives.
“If approved, the strategy will put Walsall on a strong path toward its 2041 net zero commitment and allow us to continue to deliver excellent services across the borough. “
The proposed strategy is built around five objectives:
- Waste prevention and reduction through behaviour change and education.
- Improved re-use and recycling, aiming for 65% recycling by 2035.
- Resource recovery to maximise value from unavoidable waste.
- Ending landfill use by 2035 through better segregation and new services.
- Community engagement, ensuring residents, schools, businesses and community groups play an active role.
To ensure the strategy is informed by residents' views, a borough-wide consultation was carried out between June and August 2025, inviting residents to share their feedback on the draft proposals.
Should the strategy be approved, implementation will be overseen by a dedicated Waste Programme Board, reporting annually to ensure accountability and continuous improvement.
