Council tax reduction for disabled people
A reduction in Council Tax may be available if you, or someone in your household is permanently and seriously disabled, and your home has been permanently adapted to meet these needs.
Eligibility
If there is a person with a disability in your household, it does not automatically qualify you for a reduction.
A person is considered disabled if they have a substantial and long-term illness, injury, or disability that is unlikely to improve.
Permanent adaptations that qualify
The home must have at least one of the following:
- An extra kitchen or bathroom used by the person with a disability.
- A specialist room (not a kitchen or bathroom) used primarily for the person with a disability’s needs. The room must be essential to the person's wellbeing and linked to their disability. This can include:
- therapy room
- room for a dialysis machine
- room with braille equipment or special lighting.
- Wheelchair use inside the home, with enough space for the person with a disability to use a wheelchair indoors. A wheelchair isn’t considered necessary if it’s not used within the home.
Adaptations that do not qualify on their own
These changes alone don’t qualify unless one of the three main adaptations above is also present.
- Stair lifts
- grab rails or ramps
- movable equipment (ie, commodes)
- using a ground floor room as a bedroom

Reduction you will receive
For properties in Band B or higher, council tax is reduced to the band immediately below (e.g., Band C becomes Band B).
For properties in Band A, the reduction is 1/6th of the Band A charge, equal to 1/9th of the Band D charge.
