Apply for a premises licence or a provisional statement
You need to apply for a premises licence if you want to:
- provide late-night refreshment (supply hot food or hot drink to the public for consumption on or off the premises, between 11pm and 5am)
- provide regulated entertainment
- sell alcohol

Show contentThe form is an editable PDF. Once you've downloaded it, you can open it using any PDF editor or viewer that supports form filling. You can edit it in your own time and save your progress as you go.
When you’re ready, continue to the next step to submit your application.
Alternatively, you can print the form and fill it in manually. Once completed, you’ll need to scan it and save it to your device so you can attach it to your application.
Please do not flatten the PDF when saving or exporting it. Flattening (using "print to PDF" or similar options) will remove the interactive fields and the form will be uneditable.
To preserve the editable fields:
- use the Save or Save As option in your PDF editor
- avoid using any export or print functions that convert the form into a static image or non-fillable format
If you're not sure if your saved file is editable, try reopening it in a PDF editor to check if the form fields are still active.

You’ll need to attach copies of the following:
- your completed application form
- a plan of your premises
- evidence of your right to work in the UK (if you're applying as an individual or sole trader)
- designated premises supervisor consent form (if you are applying to licence a premises to sell alcohol)
Make sure you’ve saved all the documents to your device before you start your application.
Fee
The full variation fee will depend on the non-domestic rateable value of the premises.

You should have your debit or credit card ready as we will take your payment as part of the online application process.
Every year we’ll send you an invoice for your annual fee.
Provisional statement
You’ll need to attach copies of the following:
- your completed application form
- a plan of the premises

Fee
The cost of a provisional statement is £315.00
You should have your debit or credit card ready as we will take your payment as part of the online application process.
Every year we’ll send you an invoice for your annual fee.

Advertise your application
Show contentYou must advertise a notice of your application as part of the process. Find out what you need to do.
What happens next
Your application will go through a 28-day consultation period. This will allow responsible authorities, residents or local businesses to have their say about your application.
You can find out about current applications and how to make a representation if you object to an application.
If anyone objects, we’ll try to resolve this through mediation. If that doesn’t work, a licensing and safety sub-committee will look at your application. They will decide whether the licence can be granted.
Your licence will last indefinitely, as long as you pay your annual fee. We’ll send you an invoice when this is due.
Register as a food business
If you want to sell food at your premises, you will also need to register as a food business.
